As part of these efforts, the European Union has expanded its financial instruments to support defence capability development, including through the European Defence Fund (EDF). Building on this momentum, the ReArm Europe Plan has been introduced as a new funding opportunity to strengthen Europe\u2019s defence industrial base.<\/p>\n\n\n\n<p>Launched in March 2025, the ReArm Europe Plan is a major EU initiative aimed at enhancing Europe\u2019s defence readiness and industrial capacity. The plan seeks to mobilise up to \u20ac800 billion by 2030 through increased public investment, joint procurement, and complementary financing mechanisms.<\/p>\n\n\n\n<p>For companies operating in the defence, security, and dual-use sectors, ReArm Europe represents a significant source of future business opportunities.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What is ReArm Europe Plan?<\/h2>\n\n\n\n<p>ReArm Europe is an EU-level framework that enables increased investment in defence and security across Member States. A key element of plan is the <strong>Security Action for Europe (SAFE) <\/strong>instrument, which allows the EU to raise funds and provide long-term loans to Member States for defence procurement and capability development.<\/p>\n\n\n\n<p>ReArm Europe brings together EU-level loans, national defence spending, and European Investment Bank financing to increase defence investment across Europe. While most funding is channeled through governments, companies can benefit through procurement opportunities and EIB financial support.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Who Can Access ReArm Funding?<\/h2>\n\n\n\n<p><strong>1.<\/strong> <strong>EU Member States (Direct Access)<\/strong><\/p>\n\n\n\n<p>Only EU Member States can directly access ReArm funding particularly through SAFE loans. Governments apply for this funding by submitting national defence investment plans to the European Commission. These plans typically focus on:<\/p>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Defence capability development<\/li>\n\n\n\n<li>Joint procurement with other EU countries<\/li>\n\n\n\n<li>Strengthening European defence production<\/li>\n<\/ul>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Companies cannot apply directly to ReArm or SAFE. Instead, companies benefit when governments use this funding to purchase equipment, services, or technologies.<\/p>\n\n\n\n<p><strong>2.<\/strong> <strong>Companies (Indirect and Complementary Access)<\/strong><\/p>\n\n\n\n<p>Although companies are not direct applicants, <strong>defence, security, and dual-use companies<\/strong> can benefit in two main ways:<\/p>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><strong>a.<\/strong> <strong>Through national and joint defence procurement<\/strong><\/p>\n\n\n\n<p>When a Member State receives ReArm\/SAFE funding, it uses that funding to issue procurement tenders. Companies can participate by:<\/p>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bidding for national defence contracts<\/li>\n\n\n\n<li>Joining joint procurement projects involving multiple EU countries<\/li>\n\n\n\n<li>Acting as suppliers or subcontractors within larger defence programmes.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Most funded projects prioritise European-based production and supply chains, meaning companies established in the EU or closely linked to EU partners are best positioned.<\/p>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><strong>b.<\/strong> <strong>Through European Investment Bank (EIB) financing<\/strong><\/p>\n\n\n\n<p>In parallel, the European Investment Bank (EIB) has expanded its support for defence and security-related companies. Unlike ReArm \/SAFE, EIB financing can be accessed directly by companies, particularly:<\/p>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>SMEs<\/li>\n\n\n\n<li>Mid-sized companies<\/li>\n\n\n\n<li>Innovative firms working on defence or dual-use technologies<\/li>\n<\/ul>\n\n\n\n<p>EIB support may include loans, guarantees, or venture-style financing to support:<\/p>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Research and development<\/li>\n\n\n\n<li>Scaling production<\/li>\n\n\n\n<li>Technology deployment<\/li>\n\n\n\n<li>Working capital needs<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>ReArm Europe is not a traditional funding programme for companies, but it plays a key role in expanding defence investment across the EU.
