Support to Private Investment<\/strong><\/h2>\n\n\n\n<p>On <strong>4 November 2025<\/strong>, BusinessOulu hosted <strong>FundDay 2025<\/strong>, a full-day event that brought together Finland\u2019s main public funding bodies and private investors.<br>The day guided participants through the complete funding journey, from early proof-of-concept grants to private capital, offering founders, students, and SMEs a clear picture of where to begin and how to progress.<\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Morning: Public Funding \u2013 building a foundation for innovation<\/strong><\/h3>\n\n\n\n<p>The morning focused on public instruments designed to help innovators, researchers, and entrepreneurs reduce risk and validate their business ideas before moving to private investment.<\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>PoC Funding \u2013 University of Oulu<\/strong><\/h4>\n\n\n\n<p><strong>Proof of Concept (PoC)<\/strong> funding helps transform early ideas into tangible products.<br>It supports feasibility studies, prototype development, and market validation, often the first step from laboratory research toward entrepreneurship.<\/p>\n\n\n\n<p>Two tracks are available at the University of Oulu:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Student PoC<\/strong> \u2013 up to \u20ac5,000 for students testing business or product ideas.<\/li>\n\n\n\n<li><strong>Research PoC<\/strong> \u2013 up to \u20ac50,000 for research teams preparing for commercialization.<\/li>\n<\/ul>\n\n\n\n<p>These schemes create a direct bridge to <strong>Business Finland\u2019s Research-to-Business (R2B)<\/strong> programme, forming a pathway from idea to startup.<\/p>\n\n\n\n<p>Anne Sorvari also encouraged students and researchers to make use of <strong>Business Corner<\/strong>, an open co-working and mentoring space at the university, where over 1,000 visitors participate annually in entrepreneurship events and startup mentoring.<\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><a href=\"https:\/\/oulu.com\/ictoulu\/news\/finnvera-a-guide-for-ict-and-tech-companies-in-oulu\/\" data-type=\"post\" data-id=\"14335\">Finnvera \u2013 Loans and guarantees for growth<\/a> <\/strong><\/h4>\n\n\n\n<p><strong>Finnvera<\/strong> provides loans and guarantees that complement bank financing, helping new and growing businesses access capital.<\/p>\n\n\n\n<p>Main products include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Start Guarantee<\/strong> for new entrepreneurs.<\/li>\n\n\n\n<li><strong>SME Guarantee<\/strong> for investments and development projects.<\/li>\n\n\n\n<li><strong>Export Guarantees<\/strong> for companies expanding abroad.<\/li>\n<\/ul>\n\n\n\n<p>Paakkola underlined that Finnvera operates <strong>in partnership with commercial banks<\/strong>, not as a direct grant agency.<br>Entrepreneurs should first contact their own bank, after which Finnvera can share up to <strong>80 % of the loan risk<\/strong>, making financing decisions faster and safer for both sides.<br>She also noted that Finnvera increasingly supports <strong>internationalisation and green-transition projects<\/strong>, aligning with Finland\u2019s sustainability targets.<\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><a href=\"https:\/\/oulu.com\/ictoulu\/news\/ely-centre-development-grant-a-growth-enabler-for-small-and-medium-enterprises\/\" data-type=\"post\" data-id=\"15276\">ELY Centre \u2013 Development and growth grants<\/a> <\/strong><\/h4>\n\n\n\n<p>The <strong>ELY Centre<\/strong> offers EU-backed grants that help SMEs modernise operations, adopt new technologies, and grow internationally.<br>Support may cover expert services, R&amp;D personnel costs, or trade-fair participation.<\/p>\n\n\n\n<p>Turtiainen explained that the ELY Centre\u2019s development aid especially suits <strong>micro and small enterprises<\/strong> in early growth stages that are <strong>not yet ready for large-scale Business Finland projects<\/strong>.<br>She encouraged companies to focus on <strong>clear, measurable development goals<\/strong>, for example, entering new markets, launching new products, or digitalising business processes , since these criteria strongly affect approval.<\/p>\n\n\n\n<p>Funding typically covers <strong>30\u201350 %<\/strong> of total project costs and is especially useful for smaller companies developing new products or services before larger-scale investments.<br><\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Business Finland \u2013 From innovation to global markets <\/strong><\/h4>\n\n\n\n<p><strong>Business Finland (BF)<\/strong> funds research, development, piloting, and globalisation.<br>Programmes such as <strong>Tempo<\/strong>, <strong>Market Explorer<\/strong>, and <strong>R&amp;D loans<\/strong> help startups validate international potential and scale abroad.<\/p>\n\n\n\n<p>Pussinen emphasised that Business Finland aims to <strong>reduce early risk<\/strong> and <strong>accelerate market entry<\/strong>.<br>He reminded founders that every BF programme is designed to prepare companies for international growth:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe don\u2019t want companies to stay small \u2014 we want them to grow and compete globally.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>He also highlighted that BF funding is <strong>non-diluting<\/strong> and <strong>typically combines grant and loan components<\/strong>, depending on the project\u2019s stage.<br>This flexibility allows both research-based teams and established SMEs to progress toward private investment while maintaining ownership.<\/p>\n\n\n\n<div data-type=\"post\" data-id=\"15025\">Sparks Funding \u2013 Bridging pilots and market validation <\/a>| Oulu Innovation<\/strong><\/h4>\n\n\n\n<p><strong>Sparks funding<\/strong> supports startups that need to test products in real environments, for example hospitals, municipalities, or industrial settings , but lack resources for paid pilots.<br>It was established by <strong>Oulu Innovation<\/strong> to connect early-stage technology developers with pilot customers and testing facilities across the region.<\/p>\n\n\n\n<p><strong>Key facts:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Target group:<\/strong> Oulu-based startups and SMEs with international potential.<\/li>\n\n\n\n<li><strong>Focus areas:<\/strong> <em>Printed intelligence, life sciences, dual-use and defence-related applications.<\/em><\/li>\n\n\n\n<li><strong>Funding range:<\/strong> typically \u20ac5,000 \u2013 \u20ac30,000.<\/li>\n\n\n\n<li><strong>Instrument type:<\/strong> <em>Convertible-loan \/ royalty-based model<\/em> \u2014 not a grant.<\/li>\n\n\n\n<li><strong>Repayment terms:<\/strong> 10 % royalty on turnover until 3\u00d7 the funding amount is made by Oulu Innovation\u2019s financing group.<\/li>\n<\/ul>\n\n\n\n<p>L\u00f6ytynoja highlighted that Sparks was created to help bridge the missing step between <strong>prototype and commercial validation<\/strong>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThere are great ideas and testing environments in Oulu \u2014 Sparks simply connects them. We share the risk at the beginning of the company\u2019s journey.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>So far, Sparks has financed seven pilot projects, most of them in printed electronics, AI-enabled devices, and dual-use applications. The model has already helped several startups secure follow-on funding from Business Finland and private investors.<\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>BusinessOulu \u2013 Startup ecosystem and upcoming early-stage fund <\/strong><\/h4>\n\n\n\n<p><strong>Laura Meril\u00e4inen<\/strong> highlighted Oulu\u2019s vibrant startup scene \u2014 over 165 verified startups and several successful exits \u2014 and described the city\u2019s support programmes such as <strong>Startup Express<\/strong>, <strong>Oyster Incubator<\/strong>, and future accelerator plans.<\/p>\n\n\n\n<p>Despite strong entrepreneurial activity, surveys show a <strong>funding gap<\/strong> between early validation and scale-up stages.<br>To bridge this, BusinessOulu is preparing a new <strong>Early-Stage Capital Fund<\/strong>, set to launch in <strong>2026<\/strong>, which will provide the first investment layer for young technology companies.<\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Afternoon: Private Funding \u2013 working with investors<\/strong><\/h3>\n\n\n\n<p>The afternoon sessions explained how to approach private investors, angels and venture capitalists, and presented Oulu\u2019s upcoming fund designed to complement public support.<\/p>\n\n\n\n<div style=\"height:39px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Non-diluting funding strategies<\/strong><\/h4>\n\n\n\n<p><strong>Ville Heikkinen<\/strong>, Partner at <strong>Butterfly Ventures<\/strong>, showed how public and private funding complement each other.<\/p>\n\n\n\n<p>Founded in Oulu in 2013, Butterfly has invested in over 100 Nordic startups, about 15 % of them from Oulu.<\/p>\n\n\n\n<p>Heikkinen underlined that <strong>public, non-diluting funding<\/strong> allows founders to develop technology and validate markets before selling collaborate with angel investors<\/strong><\/h4>\n\n\n\n<p>Serial entrepreneur <strong>Anssi Ylimaula<\/strong> shared his experience as a <strong>business angel<\/strong> and founder.<br>He emphasised that angel investing is deeply personal:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Investors back people, not only products.<\/strong><\/li>\n\n\n\n<li><strong>Transparency and
