Do you have ideas on how Oulu can achieve a fair and just green transition? Come have your say and apply to be a panelist in the Oulu Panel by December 7! The views collected in the Oulu Panel will be taken into account in planning the green transition.
The green transition is a shift toward a sustainable economy that emphasizes low carbon emissions, circular economy, biodiversity, and replacing fossil fuels with clean energy.
Currently, the green transition in Oulu is particularly visible in planned investments in the hydrogen economy. The goal of Oulu’s city strategy is to achieve carbon neutrality by 2035. This includes developing industrial areas for the green transition. The City of Oulu is investing in the green transition through major industrial projects being prepared by various actors in areas such as Oritkari, Laanila, and Pyyryväinen. For example, zoning in the Oritkari area is being updated to enable the construction of industrial plots and necessary infrastructure for green transition projects.
In the Oulu Panel, we ask residents for their views to ensure the best possible outcome for industrial activity, residents, and nature.

Apply to be a panelist in the Oulu Panel public event at the Central Library Saari on January 16, 2026, using the online form. The form asks, for example, which green transition themes are important to you and what issues you would like to promote in Oulu. We are looking for ordinary Oulu residents to join the discussion – you don’t need prior knowledge of the topic. Panelists will receive the discussion questions in advance. Selected panelists will be notified personally and commit to attending the event in person. The Oulu Panel will also be streamed online.
