Finnish Chips Competence Center (FiCCC) Launches with Strong Focus on Oulu
The Finnish Chips Competence Center (FiCCC) is officially launching, with Oulu playing a pivotal role in its development. As a key access point for the FiCCC, Oulu is set to make a significant contribution to Finland’s semiconductor ecosystem and the global microelectronics industry.
Oulu’s core responsibilities within the FiCCC initiative focus on semiconductor design expertise and business development. Building on the city’s strong foundation in high-tech innovation, Oulu will actively contribute to other focus areas of the center, ensuring comprehensive collaboration across national and international semiconductor landscapes.
To lead the Oulu operations, Juha Heikkilä has been appointed as Project Director. Heikkilä brings extensive experience in chip design and business development, having most recently worked at Nordic Semiconductor. He will collaborate with the ICT team to drive Oulu’s efforts in strengthening Finland’s position in the international semiconductor value chain and fostering innovation in the region.
“Oulu’s long-standing expertise in connectivity and embedded systems, combined with its integration capabilities, makes it a natural fit for FiCCC,” said Heikkilä. “I’m excited to join this initiative and help shape the future of semiconductor technologies both in Finland and globally.”

MEREBE: Boosting Oulu’s Semiconductor Ecosystem
The MEREBE project complements FiCCC by uniting researchers, companies, and end users to advance semiconductor expertise in Oulu. Focused on microelectronics, design, and packaging technologies, MEREBE aims to establish a recognized microelectronics ecosystem, enhance industry collaboration, and address workforce needs, ensuring long-term growth and competitiveness.
With the combined efforts of FiCCC and MEREBE, Oulu is poised to become a key player in Finland’s microelectronics and semiconductor industry, contributing to technological advancements and economic growth both nationally and globally.
