ICT Oulu Spring 2025 Update Report

Niina Heikkinen, Coordinator, and Jussi Leponiemi, Account Director, at Business Oulu sat together and talked about ICT Oulu’s spring update. Here is a short report based on their talk focusing on recent developments in Oulu’s ICT sector, particularly around security, defense, and dual-use technologies.

Focus on Security and Defense Technologies

Security topics have become increasingly important globally, in Europe, and particularly in Finland and Oulu. The ICT Oulu cluster is well-positioned to contribute to this field through its strengths in connectivity, artificial intelligence, distributed computing, and cybersecurity. These capabilities offer valuable applications for both civilian and defense sectors.

Oulu as Finland’s Dual-Use Tech Hub

During the Dual-Use Tech Summit held on 2025.04.08 in Oulu, the city was recognized as Finland’s dual-use technology hub. Unlike regions focused on manufacturing traditional defense hardware, Oulu’s strength lies in digital excellence and the development of advanced technological solutions that can serve both civilian and defense needs.

Opportunities and Challenges

There is a strong market interest, a clear need, and available funding for security and defense innovations. However, accessing and succeeding in the defense market remains challenging even for companies with world-class solutions. ICT Oulu and its partners are actively working to lower the barriers to entry and create better pathways for local companies to succeed.

Key Initiatives

  • NATO Centre of Excellence Proposal:
    ICT Oulu is working with national stakeholders to establish a NATO Centre of Excellence in Finland. The center would focus on high technology areas such as distributed processing, next-generation connectivity, and cybersecurity. Progress has been positive with strong stakeholder interest.
  • NDSN (Northern Defence and Security Network):
    An industry-driven business accelerator initiative aimed at supporting companies entering the defense and security sectors. The network will provide collaboration, funding opportunities, and is planning for possible physical premises in Oulu, while engaging stakeholders across northern Finland and beyond.

Upcoming Event

On June 3rd, ICT Oulu will organize a breakfast event with speakers from the Finnish Defence Forces and Tesi, providing valuable insights into the adoption of new technologies and funding opportunities.
