Oulu-based stakeholders have been developing dual-use technology solutions benefiting both civilian and military applications for decades. While there are no arms factories in the region, local organizations have successfully leveraged their expertise in advanced digital technologies to create new capabilities and value for defense use cases. For us, dual-use technology goes beyond serving two sectors; it reflects our versatile, high-impact contributions across connectivity, ICT, health tech, and automotive sectors, all of which offer highly sophisticated solutions that also support military needs.

Oulu’s key focus areas include connectivity, AI/ML, edge computing, ultra-secure solutions, autonomous systems, and application-specific integrated circuits, all enabling operational devices used in defense. BusinessOulu has fostered a robust industry-related network, organizing market and technology-related events for Oulu-based organizations. With this traction, more than 100 companies are poised to scale their business development efforts within these international value chains.
