While there are no arms factories in the region, local organizations have successfully leveraged their expertise in advanced digital technologies to create new capabilities and value for defense use cases. For us, dual-use technology goes beyond serving two sectors; it reflects our versatile, high-impact contributions across connectivity, ICT, health tech, and automotive sectors, all of which offer highly sophisticated solutions that also support military needs.
Oulu’s key focus areas include connectivity, AI/ML, edge computing, ultra-secure solutions, autonomous systems, and application-specific integrated circuits, all enabling operational devices used in defense. BusinessOulu has fostered a robust industry-related network, organizing market and technology-related events for Oulu-based organizations. With this traction, more than 100 companies are poised to scale their business development efforts within these international value chains.
NATO DIANA in Oulu
Oulu is home to NATO’s DIANA (Defense Innovation Accelerator for the North Atlantic) program, with the operational accelerator managed by VTT and the testing center run by the University of Oulu. While the center specializes in emerging 6G technologies, it also plays a key role in developing digital dual-use solutions and innovations, utilizing the strengths of the local ecosystem. NATO Centre of Excellence (CoE) Initiative
